Jerry Moran has consistently gone against the tide in Washington and fought Congress’ tax-and-spend problem. He thinks Congress is hemorrhaging money at an alarming rate and must be reminded that spending trillions of dollars — that we do not have — undermines economic recovery today and the future of our children and grandchildren who will have to pay these crippling debts. He was one of 17 (out of 435) members of Congress to vote against every stimulus and bailout proposed by either political party. Jerry was even one of the first Republicans to oppose the use of earmarks in spending bills.
He also opposed his own party’s leadership on the 2014 Continuing Resolution Omnibus because he thought that the CROminbus was an unnecessary surrender to President Obama and the Democrats following the Republican takeover of the Senate a month earlier. He was one of only 12 Republican senators who tried to stall or defeat the $1.1 trillion bill.
Jerry is a proven tax-cutter, having voted for lower taxes more than 200 times in Congress, including voting to repeal the death tax, a harmful and unfair tax hurting Kansas’ farmers and small businesspeople. Senator Moran is also the lead sponsor of the FAIR Tax reform package in the United States Senate.

Jerry Moran has been a trusted champion of Kansas farmers and ranchers. He has stood up to Obama’s EPA regulations that hurt our family farms.
When Republicans captured the Senate majority for the 114th Congress, Jerry Moran was appointed chairman of the Senate Appropriations Subcommittee on Agriculture.
Growing up in Western Kansas taught Jerry Moran that government can make the lives of Kansas farmers and ranchers more difficult by creating uncertainty and throwing needless regulations, taxes, fees, and restrictions our way. Jerry believes that regulators and bureaucrats need to let farmers and ranchers be the responsible stewards of the land that they always have been.
Most recently, Senator Moran battled the Obama Administration on the listing of the lesser prairie chicken as a threatened species and fought the proposed WOTUS rule. He aggressively stood up to the EPA and said it couldn’t regulate farm dust, and successfully opposed the government’s attempt to tell us our kids couldn’t work on our family farms. He took on the head of the USDA, regarding its foolish promotion of “meatless Mondays.”
Consistent Conservative Who Stands Firm Against President Obama’s Executive Overreach
Jerry Moran has cosponsored legislation to fully repeal Obamacare, and aggressively worked to stop President Obama’s executive order to grant amnesty to millions of illegal immigrants.
Jerry Moran has fought the president’s agenda from the outset. As a member of the House of Representatives, he was the first representative to file legislation to repeal Obamacare. In the Senate, he continues to fight to repeal Obamacare.
Jerry Moran has been consistent in his opposition to granting blanket amnesty to illegal immigrants. He has consistently opposed legislation granting driver’s licenses or special benefits to those who enter our country illegally. Numbers USA, a leading group supporting the enforcement of the rule of law for immigration matters, has given the Senator an A- rating.
Jerry Moran was an early opponent of President Obama’s nomination of Loretta Lynch to be Attorney General primarily because he was unconvinced she would stand up to the president’s continual disregard for our Constitution.
A Trusted Protector and Proven Defender of the Second Amendment
Jerry Moran consistently receives an A rating from the National Rifle Association for his record protecting our fundamental right to keep and bear arms.
He is a champion of the Second Amendment and has been a leader of the opposition to the U.N. Arms Trade Treaty. Jerry Moran has spoken out repeatedly against the Obama Administration’s attempts to reverse U.S. policies, abandon its own red line negotiation principles, and admit publicly the treaty’s dangerous ambiguity. He believes we must reject this treaty, which fails to exempt civilian firearms from its scope, and instead uphold the fundamental individual rights of Americans.
During his time in the Senate, he has also introduced legislation to prohibit taxpayer money from being used by the Department of Homeland Security to purchase ammunition without presenting the necessary justification to Congress. Additionally, he has fervently supported legislation to support concealed carry reciprocity – allowing law-abiding citizens to exercise their fundamental right to self-defense while traveling or temporarily living away from home.
Following the horrific tragedy in Chattanooga, Jerry Moran proposed legislation to eliminate “Gun-Free Zones” at American military installations and military recruitment centers. The Safeguarding Service Members’ Second Amendment Rights Act would grant our trained military men and women the ability to protect themselves.
While much needs to be done to prevent violent crime in our nation, more restrictions on responsible, law-abiding firearm owners are not the answer. We must redouble our efforts to enforce all existing gun laws, which are extremely effective in protecting law-abiding citizens from each other, and use our legal power to prosecute criminals who misuse firearms to the fullest extent of the law.

Jerry Moran is, and always has been, pro-life. He believes life is precious and deserves our respect and protection. Science reveals that each human life begins at conception, and Jerry believes the right to life guaranteed by the Constitution is vested in each human being. This right is sacred.
He was one of the first members of the Senate to co-sponsor legislation to ban the use of taxpayer dollars to fund Planned Parenthood following the ghastly revelations that they were selling fetal tissue from aborted babies. Jerry publicly called on Senate Republican leadership to advance the legislation quickly and make it a top priority for the Republican Senate.
Following the revelations of the practices of convicted abortion provider Kermit Gosnell, Jerry sponsored a ban on abortions performed after 20 weeks of pregnancy. Furthermore, he believes taxpayer dollars should not be used to fund the end of innocent human life through elective abortion, and he has repeatedly voted to prevent the use of public money for this practice.
Jerry Moran has fought to make certain Americans are not forced to violate their religious beliefs or face penalties if they refuse to do so. He believes that our courts should not overstep their bounds by inserting themselves in important policy debates best left to the democratic process, not judicial fiat, and has refused to support the confirmation of judges who do not reflect that philosophy.
It’s time for us to say no to Washington mandates and overreach because far too often they are trampling on our special way of life. States’ rights are guaranteed in our Constitution and must be upheld.

Jerry Moran has worked to hold the Obama Administration accountable for serious problems at the Department of Veterans Affairs (VA), problems which have gravely impacted veterans’ access to quality health care. He has been a tireless advocate of the Veterans Access, Choice and Accountability Act.
Jerry Moran understands how important it is for us to honor the commitment of our nation’s veterans by supporting our military personnel. As a member of Senate Veterans’ Affairs Committee, he has been and will remain on the forefront of the effort to reform the VA and hold its leadership accountable. Our veterans deserve a VA that is worthy of their service and sacrifice.
Especially in a diverse and rural state like ours, Jerry Moran has sought to create new avenues of access to health care for our nation’s veterans. When many service members were forced to drive hundreds of miles or wait weeks, if not months, for care, Jerry proposed legislation to allow veterans who lived more than 40 miles from a VA hospital or Community-Based Outpatient Clinic, or who faced a delay of more than 30 days, to seek care with their local doctor.
